Project Manager – Field Support Services Project Caribbean 

Location: Kingston, Jamaica

Full-time, 220 days/year

Project Duration: 5 years

 

THE ROLE

The Field Support Services Project in the Caribbean will support Canada’s Caribbean Regional Development Program through the provision of a range of technical, logistical, financial, and administrative services. The services provided will enhance the quality of Global Affairs Canada’s programming delivery, primarily through the procurement and management of Technical Specialists across various sectors, maintenance of an office space and the management of a fund for local development initiatives. The project will be headquartered in Kingston, Jamaica with satellite offices in Bridgetown, Barbados and Georgetown, Guyana, and programming will be delivered across the region with a focus on Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Suriname. Frannan is seeking a Project Manager to provide overall management services for the project and to act as a primary liaison with Global Affairs Canada representatives in the region.

Duties will include, but not be limited to, the following:

 

  • Ensuring overall quality and management oversight of all services offered by the FSSP to the satisfaction of Global Affairs Canada, including internal monitoring of project progress and results, coordination of work between the satellite offices and dealing with project issues and problems as they arise

  • Overseeing procurement services for goods and services, including but not limited to procurement/sub-contracting of Technical Specialists through local and international competitive processes

  • Leading the development of all key project documents, including Procurement Plans, Operating Procedures Manuals and Annual Work Plans

  • Reviewing and approving budgets and financial reports

  • Ensuring appropriate administrative oversight of the Technical Specialists contracted by the project

  • Regularly liaising with project stakeholders, including Global Affairs Canada representatives, government representatives and Frannan HQ

  • Maintaining networks of key stakeholders (government, civil society, other donors, private sector)

 

THE CANDIDATE

 

The selected candidate should possess the following:

 

  • Post-graduate degree in a relevant discipline (e.g., political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, or applied sciences.)

  • 10 years’ demonstrated experience performing project management duties, including oversight of procurement, logistical and financial services, leading the development of operational documents, reviewing budgets and financial reports, and maintaining networks of key stakeholders

  • 5 years’ experience working in-country in a developing country, preferably in the Caribbean region

  • Demonstrated experience working with 4 different types of international development stakeholders (CSOs, private sector, multilateral organizations, donors, local and national governments)

  • Demonstrated experience managing an annual budget of 1.5 million CAD

Satellite Office Manager Barbados – Field Support Services Project Caribbean 

Location: Bridgetown, Barbados

Full-time, 220 days/year

THE ROLE

Frannan is seeking a Satellite Office Manager in Barbados, who will be responsible for managing the services provided by the satellite office and work closely with the Project Manager in Jamaica.

 

Duties will include, but not be limited to, the following:

 

  • Ensuring the quality and management oversight of services (procurement, logistics and financial management) offered by the FSSP in Barbados to the satisfaction of Global Affairs Canada, including internal monitoring of project progress and results and dealing with project issues and problem as they arise in their country of responsibility

  • Providing inputs to the development of key project documents, including procurement plans, operating procedures manuals and annual work plans

  • Contributing to operational budgets and financial reports

  • Overseeing procurement services for goods and services, including the procurement of Technical Specialists through local and international competitive processes

  • Ensuring administrative oversight of Technical Specialists based in Barbados

  • Regularly liaising with the Global Affairs Canada representatives, government representatives and Frannan HQ

  • Developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector) in Barbados

 

THE CANDIDATE

 

The selected candidate should possess the following:

 

  • Post-graduate degree in a relevant discipline (e.g., political sciences, law, international development, accounting, logistics, procurement, economics, finance, business administration, project management, social sciences, engineering, or applied sciences.)

  • 5 years demonstrated experience working in-country in a developing country providing office management services, including overseeing procurement, logistics, financial management and technical advisory services, contributing to key project documents, budgets, and financial reports, and maintaining networks of key stakeholders. Experience within Barbados will be a strong asset.

Local Development Initiatives Fund Project Coordinator – Field Support Services Project Caribbean 

Location: Kingston, Jamaica

Part-time, 150 days/year

Project Duration: 5 years

 

THE ROLE

The services provided will enhance the quality of Global Affairs Canada’s programming delivery, primarily through the procurement and management of Technical Specialists across various sectors, maintenance of an office space and the management of a fund for local development initiatives. Frannan is seeking a local development initiatives (LDI) fund coordinator, who will be based in Jamaica and work closely with the Project Manager.

 

Duties will include, but are not limited to, the following:

 

  • Developing an Operating Procedures Manual specifying the processes and procedures used in the management of the LDI fund

  • Support the development of all key project documents, including Procurement Plans, AWPs, and reports

  • Managing and implementing the LDIs, including but not limited to:

    • developing tools (e.g., brochures, outreach documents, due diligence checklists) and coordinating publications related to the LDIs, including specific notices for calls for proposals.

    • coordinating calls for proposals, including receipt of proponent proposals.

    • conducting preliminary screening of proponent proposals in accordance with formal selection criteria. 

    • making recommendations to the Technical Authority for non-objection. 

    • supporting or conducting due diligence of short-listed proponents, e.g., administrative  and programmatic aspects, and documenting approvals processes and funding decisions.

    • preparing local contribution agreements or other financial instruments, based on established templates.

  • Ensuring proper maintenance of the record keeping and filing system of the FSSP LDIs fund

  • Working with and building relationships with local organizations 

  • Coordinating LDIs fund activities with other stakeholders.

 

THE CANDIDATE

 

The selected candidate should possess the following:

 

  • Post-graduate degree in a relevant discipline (e.g., business, finance, accounting, logistics, economics, international development, procurement, project management, business administration, engineering, or applied sciences.)

  • 5 years demonstrated experience working in-country in a developing country providing services related to the role, including developing publications, coordinating calls for proposals, screening proposals, making recommendations, conducting due diligence and preparing contribution agreements, maintaining record keeping systems and building relationships with local organizations. Experience in Jamaica, Barbados or Guyana will be a strong asset.

  • Demonstrated experience developing operational documents.
