MASERU, LESOTHO Procurement Agent - Education Sector Development Project

The Ministry of Education and Manpower Development was experiencing difficulty with implementation of the project, which was behind schedule. International donors were voicing concerns about the delays and the capacity of the Ministry to use the capital available. Frannan was appointed to use it's experience of international procurement procedures to get the project operating on schedule and to use the funds effectively. Within 6 months of Frannan’s appointment, equipment specifications, schedules and procedures had been established and international tender invitations had been issued. Funding agencies were content that capital was being used to their satisfaction.

Frannan provided all services as a procurement agent of US$27 Million Education Sector Development Project. The services included training and capacity building.
